Is emboar from pokemon underrated?

Emboar is not that good for competitive battling. It has godawful speed which isnt even guarranted to outspeed anything after a Flame Charge. Some says it has good HP to survive, but his defensive stats are really low and with super-effective moves fired all around (Surf, Scald, Earthquake, even Psychic), Emboar also relies on recoil moves (Flare Blitz, Head Smash, Wild Charge) making its survavibility close to nonexistance.
