What could it be if not hayfever?

For the last few years I thought I was suffering from hayfever, although I have an itchy throat, nasal congestion, sinus pain and sneeze a lot all through the year. Yesterday I had an allergy test and it came up negative for hayfever and dust allergy. This surprised me because if I'm not suffering from hayfever what else could it be? The doctor is no help at all
